The 16 teams have been divided into four groups, which was decided by a ballot draw held on 10th March 2020. The groups are as follows:

Playing System
In the group stage each team plays each other once, while the second stage includes play-offs and placement matches. The two best teams of group A and B go directly to the quarter final. Teams placed 3rd and 4th in group A and B and the teams placed 1st and 2nd in group C and D make it to the first play-off round (played before the quarter finals).
Qualifications
In total, 35 teams registered for the event, among them was the first ever registration from Africa, Côte d’Ivoire – who competed in the European qualifications.
In Europe there were three qualification groups – EUR1 in Frederikshavn, Denmark; EUR2 in Poprad, Slovakia; and EUR3 in Liepaja, Latvia. The Asia Oceania qualification was to be played in Bangkok, Thailand, but had to be cancelled due to the COVID-19 (coronavirus) situation.
Finland, as the host country, received direct qualification to the final round, and the IFF Central Board decided that due to The World Games being held in Birmingham, USA in 2021, it was important that North America was fully represented in the final round, so both Americas teams – USA & Canada also received direct qualification. The further 13 places were filled with four teams from AOFC and nine from Europe, decided by the qualification tournaments.
